Camp Efigenio C Navarro, Calapan City-PRO MIMAROPA celebrates the 26th PNP Foundation Day on February 13, 2017 at Camp Efigenio C Navarro Grandstand, Calapan City, Oriental Mindoro with Governor Alfonso V Umali, Jr., Province Governor of Oriental Mindoro as the Guest of Honor and Speaker.
The said activity was highlighted by the awarding of MEDALYA NG KASANAYAN (PNP Efficiency Medal) for deserving Police Commissioned Officers, Police Non-Commissioned Officers and Non-Uniformed Personnel namely: PSSUPT ROMIE A ESTEPA, PSUPT ULYSSES G CRUZ, PSUPT IMELDA V TOLENTINO, PCINSP EUNICE S DE GUZMAN, PCINSP ROLLY HILARIO S TAGAMA, PCINSP MARCIANO C TUBALLAS JR., PCINSP SANTI RAYMUND N AN, PSINSP RONNIE B SIMPAO, SPO4 Lilian M Quiroz, PO3 Analyn M Dela Rosa, NUP Verna B Mantuano and NUP Julius M Atienza for their eminently meritorious and invaluable services rendered as commander and members of Command and Control for Site Task Group (SiteTG) “Palawan” during the 6th Association of the Southeast Asian Nations (ASEAN) Chief Justices’ Round Table Environment for ASEAN 2017 Related Meetings on November 10 to 14, 2016 held at Puerto Princesa City, Palawan.
PCSUPT WILBEN M MAYOR, Regional Director reported to the people of MIMAROPA that the crime volume in the region for Calendar Year 2016 recorded a 15.55% decline as compare with the crime volume in 2015. Further, the monthly Average Monthly Crime Rate was registered at 19.21 which is 17.13% lower than the Average Monthly Crime Rate recorded during the Calendar Year 2015 and its capability to solve the crimes that occur within the area of responsibility remains on a very satisfactory level at 52.30% Crime Solution Efficiency Rating.
Furthermore he reported that in 2016, PRO MIMAROPA arrested a total of 1,354 wanted persons and 149 Most Wanted Persons.On its campaign against illegal drugs, PRO MIMAROPA has conducted a total of 632 operations region wide,which resulted in the arrest of 466 pushers, 85 users, 33 users/pushers and the confiscation of 4,992.764 grams of Marijuana dried leaves, 1,355.2756 grams and 467 sachets of shabu with an estimated DDB value of Php 6,831,059.27 and filing of 480 cases in court. PCSUPT MAYOR further added that though the PNP was directed to cease and desist from conducting anti-illegal drug operations like buy-bust, service of search warrant, etc., all COPs were directed to still cater and process the voluntary surrenderers at the police stations according to the PNP’s procedure and guidance.
On internal cleansing, PCSUPT MAYOR stressed out that PRO MIMAROPA will remain steadfast in the thrust on police proficiency and to enhance the police image, credibility and community support in accordance with the PNP’s Internal Reform Program of punishing and weeding out undesirable in uniform and in accordance with the President and Chief, PNP’s guidelines to focus on internal cleansing. At present, there are 49 administrative cases filed against 116 uniformed personnel composed of 58 Police Commissioned Officers and 58 Police Non-Commissioned Officers. He stated that he already ordered the Chief, Regional Personnel and Human Resource Development Division to expedite the resolution of their cases especially those involved in drugs and heinous cases.
He further enjoined his personnel to show to the people that heroism is still alive in the police force, expected to be modern-day heroes like the SAF 44 who were killed while hunting the Malaysian terrorist in Mamasapano Maguindanao and other unseen heroic deeds of our policemen. He added that people often seen in media are just the bad ones and their ugly side, but there are pieces of evidence which prove that there are still policemen who do their job even though there is no exchange for what they are doing.
Additionally he stated that PRO MIMAROPA has been persistent in pursuing the legal offensive in support of the Internal Security Operation (ISO) campaign. In 2016, we already filed 3 cases in court against CNN who committed acts punishable under our laws and there are 5 cases still subject for investigation.
PCSUPT MAYOR offered gratitude and expressedhis appreciation to the friends and supporters in government and private sectors who had given the much needed moral boost especially on its capability to move, shoot and communicate further enhanced with their donations.
In return, Gov. Umali, Jr. congratulated PRO MIMAROPA for its enormous achievements and accomplishmentsduring the conduct of Police Operations against illegal drugs in connection with the implementation of “Oplan Tokhang” in the entire region. He further stated that he is proud of the performances of the PNP personnel assigned thereat. whose dedication to duty had made the said accomplishments possible.
