Police Regional Office MIMAROPA under the leadership of PCSUPT EMMANUEL LUIS D LICUP was recognized by the Directorate for Investigation and Detective Management (DIDM) as number 1 among the other Police Regional Offices nationwide in terms of efficiency in the resolution of Homicide Cases Under Investigation (HCUI) during the 32nd Oversight Committee meeting held at Camp Crame, Quezon City on May 24, 2018.

 

 

Based on the data presented by DIDM, from July 1, 2016 to May 21, 2018, PRO MIMAROPA has contributed a total of 420 or 1.83%. Of which 230 were solved, 113 incidents were cleared while 77 incidents are still under investigation which registered to 81.67% in the Crime Clearance Efficiency Rating and ranked number 1 nationwide.

 

This was the result of the relentless efforts of all the Unit Commanders especially of all the field investigators in identifying the suspects and filing of appropriate charges in court.

 

PCSUPT LICUP stated that the crime is considered “solved” when the case has been filed in court and at least one (1) suspect in the crime has been arrested and locked-up in jail while the crime is considered “cleared” when the case has been filed in court and the suspect was identified but still at-large. He further added that these Homicide Cases Under Investigation (HCUI) are drug related and non-drug-related homicide cases which stemmed from various motives and circumstances such as arguments and misunderstanding, personal grudge, land dispute, love triangle, family dispute, atrocities by threat groups, business rivalry, road rage, unpaid debt, indiscriminate firing, and revenge.

 

Of the 420 HCUI incidents, 6 (5 in Oriental Mindoro and 1 in Occidental Mindoro) were drug related incidents. Of the 6, 3 were already cleared while 3 cases are still under investigation.

 

To maintain the said standing, PRO MIMAROPA is continuously undertaking various anti-criminality operations and Enhanced Managing Police Operations (EMPO) in reviewing, assessing, developing initiative and specific interventions in minimizing the occurrence of homicide incidents while at the same time increasing the resolution of HCUI.
