Camp BGen Efigenio C Navarro, Calapan City, Oriental Mindoro – The relentless anti-crime efforts of PRO MIMAROPA, under the leadership of Police Brigadier General JOEL BARGAMENTO DORIA, have achieved another significant accomplishment.
On Wednesday, September 13, 2023, six most wanted persons and nine others accused were apprehended in separate manhunt operations.
According to records from the PRO MIMAROPA Regional Investigation and Detective Management Division, the six most wanted persons were Joel Arro y Bermejo, alias “Joel”, 43; Jionie Mamaril Plaga, 27; Stiphen Michael Figueroa Badilles, 32; Eduardo Suarez Y Catral, also known as “Daki”, 52; Joseph Cecilia Aborde, 37; and Abel Caboteja Elahan, 25.
Arro, ranked as the seventh most wanted person in CALABARZON, was arrested in Purok Freedom, Brgy. Irawan, Puerto Princesa City, by joint personnel from Puerto Princesa City Police Station 2, San Pedro Laguna City Police Station 4A and PPCPO Tracker Team. He was arrested under an arrest warrant issued by the Regional Trial Court, Branch 170 in San Pedro City, Laguna, for the crime of Sexual Assault in relation to Section 5(B) of RA 7610, with bail amounting to Php100,000.00 and for the non-bailable crime of Rape under Art. 266-A of the Revised Penal Code (2 counts).
Plaga, one of the most wanted persons in CALABARZON, was apprehended in Sitio Pandan, Brgy. Sagana, Bongabong, Oriental Mindoro, by the elements of CIDG-DSOU Tracker Team together with CIDG Regional Field Unit 4B; 101SAC 10SAB-PNP SAF; RID PRO 4A; Roxas MPS Oriental Mindoro PPO; San Mateo MPS and Binangonan MPS, Rizal PPO. He was arrested under an arrest warrant issued by the Regional Trial Court, Branch 75 in San Mateo, Rizal, for the non-bailable crime of Rape under Art. 266(A) in relation to Art. 266(B) of the RPC as amended by RA 8353 and three warrant of arrests issued by the Regional Trial Court, Branch 68 in Binangonan, Rizal, for the crime of Rape under Art. 266(A) of the Revised Penal Code, with no bail recommended.
Badilles, ranked as the fourth most wanted person in MIMAROPA, was nabbed in Purok Everlasting, Brgy. Santa Monica, Puerto Princesa City, by Puerto Princesa City Police Station 1, Police Station 2, 401st B Maneuver Company RMFB, and CIDG Palawan. He was arrested under an arrest warrant issued by the Regional Trial Court, Branch 47 in Puerto Princesa City, Palawan, for the crime of Qualified Statutory Rape, Sexual Assault, and Acts of Lasciviousness In relation to RA 7610.
Suarez, listed as the eight most wanted person in Oriental Mindoro, was arrested in Sitio Halbot, Brgy. Guinobatan, Calapan City, Oriental Mindoro, by joint elements of Calapan City Police Station, Oriental Mindoro Maritime Police Station and Provincial Highway Patrol Team. The arrest was made based on an arrest warrant issued by Branch 11 (Family Court) in Calapan City, Oriental Mindoro, for two counts of Acts of Lasciviousness in relation to RA 7610, with bail set at Php180,000.00 each count.
Aborde, the top four most wanted person in San Fernando, Camarines Sur, was apprehended in Purok Little Tondo, Barangay Poblacion, Taytay, Palawan, by joint elements of Taytay Municipal Police Station together with San Fernando MPS, Camarines Sur PPO; Palawan PPO Provincial Intelligence Unit; 2nd PMFC; and 401st B MC RMFB 4B. The arrest was made based on an arrest warrant issued by the Regional Trial Court, Branch 20 in Naga City, Camarines Sur, for the crime of Rape under Art. 266(A) and two counts of Statutory Rape under Par. (1)(D), Art. 266(A) RPC as amended by RA 8353, based on an arrest warrant issued by the Regional Trial Court, Branch 28 in Naga City.
Elahan, listed as the eight most wanted person in Bataraza, Palawan, was nabbed in Brgy. Buliluyan, Bataraza, Palawan, by joint personnel from Bataraza Municipal Police Station, Palawan PPO Provincial Intelligence Unit, CIT Palawan RID 4B, SOU SBU-PNP Maritime Balabac, and Balabac MPS. He was arrested under an arrest warrant issued by the Regional Trial Court, Branch 165 in Brooke’s Point, Palawan, for Violation of Sec. 7(4) of RA 9175 (Chainsaw Act of 2002), PD 705 as amended by EO No. 277, and as Renumbered by RA 7161 in relation to EO No. 23 (The Revised Forestry Code).
Additionally, nine other wanted persons were arrested as follows: Gemma Barde (28) and Joan Barde Rula (31), for Failure to Appear Before this Court on the Scheduled Hearing for the crime of Theft under Art. 308 in Relation to Art. 309 of the RPC as Amended by RA 10951; Charlie Tomas Enriquez ( and Jimbo Herrera Ylaya (41), for Malicious Mischief; Ian Narciso Brillo (35), for the crime of Qualified Theft under Art. 310 in relation to Art. 308 and 309 of RPC as amended by R.A. 10951; Estelita Unabia Dizon (75), for Grave Oral Defamation; Abel Lantac Dubria (27), for Reckless Imprudence Resulting in Homicide (RPC ART 365); Ronnie Cano Rollon (31), for the crime of Rape in relation to RA 7610; and Joel Cervantes Javarez (63), for Slight Physical Injuries.
All arrested individuals are currently under police custody and will be turned over to the issuing court as soon as possible.
