Establishment of Cluster Committees for E.O 70 PLEDS CLUSTER

  • Creation of RTF-ELCAC was held on March 28, 2019, at Madison 101 Hotel, Aurora Blvd, New Manila, Quezon City. Headed by the Joint MIMAROPA Regional Development Council and Regional Peace and Order Council Special Meeting headed by Hon. Jose C Alvarez, Governor, Province of Palawan/RDC Chairman and Hon. Alfonso V Umali, Governor, Province of Oriental Mindoro/RPOC Chairman.
  • Highlight of the said activity is the creation of Joint RDC and RPOC MIMAROPA Resolution no. 01-2019 “Creating A Regional Task Force to End Local Communist Armed Conflict, and Institutionalizing the Whole-of- Nation Approach in Attaining Inclusive and Sustainable Peace and Development”.

    • As of October 31, 2019, all provinces and one city had already created/activated the P/CTF-ELCAC.
  •  
    • Provinces of Oriental Mindoro and Occidental Mindoro had activated their Task Forces – ELCAC on September 3, 2019 and September 5, 2019 through the approved Executive Order Nos. 198 and 29, respectively,
  •  
    • The City of Puerto Princesa, Provinces of Romblon and Marinduque had activated their Task Force-ELCAC through Joint Resolutions.
  • PLEDS CLUSTER Peace Law Enforcement Development Support (AFP, PNP, NBI and PCG) conducted interagency operations to defeat the CTG and its support structure in order to contribute to the attainment of NTF-ELCAC objectives.

  • First Peace Law Enforcement Development Support (PLEDS) Cluster Meeting was held on July 8, 2019 at about 2:00 PM at the RHQ Conference Room, RHQ Building, Camp Efigenio C Navarro, Brgy. Suqui, Calapan City, Oriental Mindoro and attended by The said meeting was attended by personnel from PRO MIMAROPA PCOL LORENZO B DETRAN, JR, DRDO, PCOL ROGER L QUESADA, CRS and PCOL CHRISTOPHER R DELA CRUZ, APD, Oriental Mindoro PPO; COL ANTONIO R LASTIMADO, Deputy Brigade Cmdr, 203rd BDE; LCDR ROY I SUMAYAO, Station Cmdr, CGS Oriental Mindoro; Agent Richard C. Sison, NBI representative; members of the Quad Staff; and other officers from AFP, PNP and PCG.

PLEDS Cluster members came up with the following suggestions:

  1. PRO MIMAROPA to lead the white area operation while the AFP will act as the support;
  2. Opening of mobility corridors by creating development at the center such as extensive road networks and improvement of basic services;
  3. Encouraged concerned agencies to concentrate their respective government projects on those identified RED affected areas;
  4. PCG to monitor and prevent the movement of identified NPA members;
  5. Inclusion of NBI and PCG as members of RJPSCC; and
  6. Implementation of the Color-Coding scheme and registration on all motorized banca.
  • Second meeting was held on October 11, 2019 at about 1:00 PM at PRO MIMAROPA Conference Room, RHQ Building, Camp Efigenio C Navarro, Brgy. Suqui, Calapan City, Oriental Mindoro. Present during the said activity were officers from AFP (203rd BDE) headed by COL ANTONIO LASTIMADO, OIC, BDE Cmdr, 203rd BDE; LCDR ROY I SUMAYAO, Station Cmdr, PCG Oriental Mindoro and PRO MIMAROPA personnel headed by PCOL ROGER L QUESADA, CRS, with the members of the Regional Quad Staff, FC, RMFB and DPDOs, PPO.

The following issues and concerns were properly discussed:

  1. Proposed PNP CIPSO Deployment in Mindoro Island;
  2. Whole of Nation approach (partnership with government agencies and concerned civilian entities);
  3. Oriental Mindoro PPO to conduct threat assessment re new PPO building;
  4. Maximize sharing of information (Information Operations);
  5. Conduct of at least two checkpoints a day and PMFs to join the MPS during checkpoint (Anti-criminality);
  6. Intensification of ISO checkpoint operations particularly on tinted vehicles and motorcycles without plate number;
  7. PPOs to follow up related cases filed against CTGs; to vigorously advance efforts in case build-up and filing of appropriate legal actions against the insurgents (legal offensive);
  8. Rationalization of deployment of forces;
  9. Synchronization of intelligence-driven ISO combat operations;
  10. Continuing activities re declaration of Persona non Grata;
  11. Organization of Mindoro Integrated Security Alliance (MISA) and Romblon Integrated Security Alliance (RISA);
  12. Security and prioritization of flagship projects of the government; and
  13. Encourage LGUs to declare CNN as persona non grata giving barriers on CNNs’ chances of recruiting new members and lessen extortion activities.

Data on Resolution on persona Non-Grata of NPA in their AOR

As of November 12, 2019, out of 73 City/Municipalities  a total of 61 City/Municipalities have already  declared CPP-NPA-NDF through a Resolution as Persona Non Grata while the following city and municipalities havent issued their respective resolution declaring CPP-NPA-NDF as persona non grata these includes City of Calapan, San Teodoro, Mansalay and Victoria in the Province of Oriental Mindoro, municipalities of Santa Cruz and Torrijos in Marinduque, municipalities of El Nido, Kalayaan, Rizal, Roxas, San Vicente in Palawan. Similarly, though Puerto Princesa City did not declare CPP-NPA-NDF as persona non grata instead they have apporved a resolution on Declaring Support to the National Government’s Campaign Against Insurgency and Terrorism along with the municipality of Naujan, Oriental Mindoro who also approved a Resolution Condenming to the Strongest Sense the Acts of violence being perpetrated by Lawless Elements.

This PRO recorded a total of 25 CNTs who surrendered with the help of our subordinate units, 13 CNTs were arrested (2 CNTs were arrested for extortion on March 21, 2019 in Victoria, OrMin, 7 CNTs were arrested during the conduct of checkpoint operation in Puerto Princesa City , 3 CNTs in Palawan and 1 in Occidental Mindoro), and 7 CNTs were killed during the conduct of combat operations while 29 firearms were  confiscated, recovered and/or surrendered.
