Strengthening Linkage with Other Law Enforcement Agencies Activities of RTF-ELCAC

On November 6, 2019 at about 9:00 AM, the PBGEN NICERIO D OBAOB, RD and PLTCOL RONALDO P PALOMO, OIC, ROMD of PRO MIMAROPA attended the Campaign Implementation Enhancement Forum held at Ouan’s The Farm Resort, Brgy. Kanlurang Mayao, Lucena City.  It was also attended by LTGEN GILBERT I GAPAY, Commander, SOLCOM, PBGEN CELSON I PESTAÑO, TDIPO-SL, Quad Staffs, DIPO-SL together with other Regional Directors of PRO 4A and PRO 5 with their respective C, ROMD and other officers from AFP and PNP; representatives from DILG and private companies such as San Miguel Corporation and Aboitiz Power  Corporation.

  • On February 21, 2019 at about 11:00 AM, Romblon was declared as Stable Internal Peace and Security SIPS (Insurgency Free/ Unaffected Province) which was signed and witnessed by MGEN GILBERT I GAPAY, AFP, Commander; SOLCOM, MGEN RHODERICK M PARAYNO, AFP, Commander, 2ID, PA; Sec. Jose Maria Nocomedes F Hernandez, Presidential Adviser on Southern Luzon; Gov. Eduardo C Firmalo, Province of Romblon; PMGEN ERICSON T VELASQUEZ, DIPO-SL; PBGEN TOMAS C APOLINARIO, JR, RD, PRO MIMAROPA and PCOL ARVIN T MOLINA, PD, Romblon PPO held at Romblon Convention Center, Brgy. Rizal, Odiongan, Romblon. The said declaration was anchored on the Province MOA-Series of 2009 between the Provincial Peace and Order Council (PPOC) with Office address in Barangay Capaclan, Romblon, Romblon represented by Gov. Eduardo C. Firmalo, Province of Romblon (1st Party) and 2nd Infantry Division, Philippine Army with Office address at Camp Gen. Mateo Capinpin, Tanay, Rizal represented by MGEN RHODERICK M PARAYNO, AFP, Commander, 2ID, PA (2nd party). Whereas, the province of Romblon is considered as Insurgency Free, No Communist/Terrorist and CT’s present neither any activity that manifest the influence over the area for almost a decade. Further, the 2nd party handed over the ISO effort in Romblon to the PPOC in order for the Local Government to take the lead role.

 Joint Peace and Security Coordinating Center (JPSCC)

The AFP-PNP Joint Directive (JLD) No. 07-2010, which prescribes the creation of the JPSCC in the regional, provincial and independent city levels to ensure unity of efforts between the military and the police in addressing all peace and security concerns.  In view of this, JPSCCs have been formed in the regional, provincial and independent city levels wherein from January to November 2019, 22 regional and 65 provincial/city level JPSCC meetings were held.

Accomplishment on Internal Security Operations (ISO)

As of November 2019, our PSFs had a total of 163 major operations, 351 were minor operations, 12,892 were preventive patrols, 2,205 were community organizing activities and 12,855 were checkpoint operations.
