Camp BGen Efigenio C Navarro, Calapan City, Oriental Mindoro – The relentless efforts of PRO MIMAROPA, led by Police Brigadier General JOEL B DORIA, have achieved a significant accomplishment in its fight against wanted individuals that led to the arrest of two (2) most wanted persons (MWP) and eight others during a regionwide law enforcement operation on Thursday, August 31, 2023.

Police reports revealed the two most wanted persons are Christian Bryan Yabo Ruellan, also known as Cris Yabo Javier, Brian, 37; and Rea Trinidad Rodriguez, also known as Rea Grace M. Trinidad Rodriguez, 30.

Ruellan, listed as the second most-wanted in El Nido, Palawan, was arrested in Sitio Nasigdan, Brgy. Villa Libertad, El Nido,Palawan by the joint efforts of El Nido Municipal Police Station and Coron Municipal Police Station, by virtue of a arrest warrant issued by the Regional Trial Court, Branch 163 in Coron, Palawan for the offense of Rape by Sexual Assault under Art. 266-A Par. 2 of the Revised Penal Code, with bail set at Php120,000.

Rodriguez, listed as the most-wanted person in Española, Palawan, was arrested in Brgy. Pulot Center, Española, Palawan by the joint effort of Puerto Princesa CPO Police Station 2 and CIDG Palawan, by virtue of a arrest warrant issued by the Regional Trial Court, Branch 165, in Brooke’s Point, Palawan for the crime of Qualified Theft under Art 310 of the Revised Penal Code, with bail set at Php120,000.00.

In addition, eight other wanted persons were also arrested: (1) Shai Ann Velarde Fernando, 39, for the crimes of Estafa; Estafa under Par. 2(a), Art. 315 of RPC as amended by Sec. 85 of R.A.10951; and Estafa in relation to R.A. 10175; (2) Elmar Dauban Mateo, 33, for theft; (3) Ramon Sapusa Delos Reyes, 48, for Acts of Lasciviousness (Art.336, RPC); (4) John Francis Cui Singson, 22, for Direct Assault (Art. 148, RPC); (5) Jimmy Oladio Canja alias “Ipil”, 43, for Attempted Homicide; (6) Christian Ryan D. Fesalbon alias “Usoy”, 40, for theft; (7) Ricky Lopez Marquez, 30, for Acts of Lasciviousness under Art. 336 of RPC in relation to Sec. 5(B) of R.A. 7610; and ( Lyrish Sarmiento Rayos, 23, for Qualified Theft (Art.310, RPC).

According to records from the Regional Investigation and Detective Management Division, PRO MIMAROPA has already arrested 344 MWP and 1099 other wanted persons from January 1 to August 31, 2023.

PBGEN DORIA lauded the operating units for their accomplishments in the PNP’s intensified campaign against wanted persons.
“I commend the operating units in these operational accomplishments. It only manifests our commitment to pursuing criminal personalities wanted by law in the region”, PBGEN DORIA remarked.

The arrested persons are currently in police custody and will be turned over to the appropriate courts.
