Camp BGen Efigenio C Navarro, Calapan City, Oriental Mindoro – The relentless efforts of PRO MIMAROPA, led by Police Brigadier General JOEL B DORIA, have achieved a significant accomplishment in its fight against wanted individuals that led to the arrest of three (3) most wanted persons (MWP) and four others during a regionwide law enforcement operation on Thursday, September 14, 2023.

Police reports revealed the three most wanted persons are Frederick Quartero Pastorfide, also known as “Kalbo”, 20; Onol Pugak Lambo, 43; and Ryan Comilang Rabina, 26.

Pastorfide, ranked as the sixth most-wanted in Batangas City, was arrested in Brgy. Zone 3, Pinamalayan, Oriental Mindoro, by the joint efforts of RID MIMAROPA, CIT Oriental Mindoro; RIU 4B, PIT Oriental Mindoro; Pinamalayan MPS; San Jose MPS, Batangas City; Oriental Mindoro PPO Provincial Intelligence Unit; Provincial Highway Patrol Team Oriental Mindoro; 404th B MC RMFB; and Field Station Southern Luzon 3012ND Air Intelligence and Security Squadron, Philippine Air Force, by virtue of an arrest warrant issued by the Regional Trial Court, Branch 1 in Batangas City for the non-bailable offense of Rape under Art. 266-A of the Revised Penal Code in relation to Art. 266-B as amended by R.A. 8353 and further amended by R.A. 11648.

Lambo, listed as the eight most-wanted in MIMAROPA, was arrested in Sitio Calitawan, Brgy. Campung-Ulay, Rizal, Palawan, by the joint efforts of Rizal Municipal Police Station; PNP-Intelligence Group; Regional Intelligence Unit 4B and Provincial Intelligence Unit, by virtue of an arrest warrant issued by 4th Judicial Region, Branch 165, in Brooke’s Point, Palawan for the non-bailable crime of Rape under Art. 266-A, Sub-Paragraph 1(A) of the Revised Penal Code as amended by R.A. 8353 and for the crime of Acts of Lasciviousness under Art. 336 of the Revised Penal Code as amended, with bail set at Php36,000.00.

Rabina, listed as the ninth most-wanted in MIMAROPA, was apprehended in Sitio Carumbac, Barangay Kurtinganan, Sta. Cruz, Occidental Mindoro, by joint elements of Sta. Cruz Municipal Police Station; 2nd Provincial Mobile Force Company; and 402nd B Maneuver Company RMFB. The arrest was made based on an arrest warrant issued by Branch 10 (Family Court), in Occidental Mindoro, for the non-bailable crime of Rape under Art. 266-A of the Revised Penal Code as amended by R.A. 8353 and further amended by R.A. 11648 in relation to R.A. 7610 and violation of Art. 266-A(2) of the Revised Penal Code as amended by R.A. 8353 and further amended by R.A. 11648 in relation to R.A. 7610, with bail set at Php200,000.00.

In addition, four other wanted persons were also arrested: (1) Lazaro Adona Roman Jr., 53, for violation of RA 6539 (Anti- Carnapping Act); (2) Ian Roy Lozano Osinsao, 37, for the crime of Direct Assault upon an agent of Person in Authority; (3) Jewelyn Ocreto Bacaltos, 40, for Swindling (Estafa) under Art. 315 of RPC as amended by PD 1689; and (4) Haymi Naseron Lafuente, 35, for violation of Chainsaw Act of 2002 (7 (4) of RA 9175).

The arrested persons are currently in police custody and will be turned over to the appropriate courts.
