Camp BGen Efigenio Navarro, CALAPAN CITY – Police Regional Office MIMAROPA welcomed PBGEN JOEL BARGAMENTO DORIA as its 18th Regional Director during the Turnover of Office Ceremony held here on Tuesday, March 21, 2023.
PBGEN DORIA replaced PBGEN SIDNEY S HERNIA, who is now the Director of PNP Anti-Cybercrime Group.
The said ceremony was presided by PLTGEN RHODERICK C ARMAMENTO, Commander, Area Police Command-Southern Luzon.
In his speech, PBGEN DORIA committed to continue his low-key but stern kind of leadership with emphasis on strict discipline, reform and internal cleansing, intensified campaign against criminality, insurgency and illegal drugs as well as practical programs towards strengthening public engagement through the peace and security framework, MKK=K.
“Internal Discipline must be strictly implemented. We will show respect both to ourselves and to the public because I firmly believe that genuine public service is anchored on respect. We will serve with all honesty, honor and integrity,” PBGEN DORIA said.
“To further strengthen our internal cleansing program, all commanders must exercise their respective disciplinary authority. Otherwise, they shall be replaced with a more competent commander,” he added
The 2017 Metrobank Foundation Outstanding Filipinos awardee likewise stressed the crucial impact of pro-active policing and police visibility in preventing crimes in the region.
“I am directing all unit commanders in the region to personally conduct surprise inspections within their respective area of responsibilities to regularly asses the operational readiness of our forces on the ground. Dapat ang ating mga pulis ay nakikita at ramdam sa buong MIMAROPA. Mabilis umaksyon, Madaling hanapin, Madaling puntahan.” PBGEN DORIA explained.
PBGEN DORIA, a member of the PNPA “TAGAPAGPATUPAD” Class of 1992, also vowed to maintain the PNP’s vigor and enthusiasm in its campaign against insurgency in partnership with the Armed Forces of the Philippines, and various clusters under the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC).
He likewise expressed to intensify the implementation of DILG’s BIDA or “Buhay Ingatan, Droga’y Ayawan” program through a multi-sectoral, and human rights-based approach in the region.
“We must involve and empower the local government units, the Barangay Anti-Drug Councils, local institutions, the church, Civil Society Organizations, and even individuals to join us in this fight” said PBGEN DORIA.
Prior to his appointment as the MIMAROPA top cop, PBGEN DORIA served as the Director of the PNP Anti-Cybercrime Group (ACG), the PNPA Commandant of Cadets, and the Executive Director of the PNP Directorate for Human Resource and Doctrine Development (DHRDD).
“To the men and women of Police Regional Office MIMAROPA, let us all be morally upright and commit ourselves to protecting the right of every person to restore the public trust in the PNP— to be recognized as protectors and defenders of peace, order, and human rights,” he stressed.
